Ethnicity certainly does have an effect, but it's not a very rigid system (pun intended). Generally, Asians are smaller than caucasians, caucasians are smaller than Latinos, and latinos are smaller than africans. Now that's entirely general, and size can flucuate wildly (pun intended) from person to person.

I think race might affect the size. One article said that Africans are bigger because of the hot climate. They need to be able to release body heat. And people who live in colder climates are smaller because they need to conserve body heat, and not get frostbite down there.
