Go get a new PSU ~600-750 watt and a new graphics card ~6850 but from there your bottleneck will be your processor

Normal ATX power supply usually will fit, get a low profile graphics card

Recommended power supply isn't "required"

This.
The recommended power supply on a video card is taking into account a fairly powerful CPU, as well as other internal components sucking up a large amount of power.
So while it does say 400W, it performs more than fine on 220W.

most things are that way. like pluging something into the wall. it canbe 110 or 220 cause a power outlet can push 220 steady but if you only plug in something pulling less then less is what it will push...

A PSU can output more than its stated wattage but it can shorten the lifespan on the hardware. Have you notived that some of your games and applications have been running quite slow or your PC has crashed every now and again ?
