Is this normal, i just thought i was kind of a late bloomer, but I am 16, and I am only 24a bra cup, please help is there anything i can do to speed this along or something?

i dont think theres anything but im 15 4'10 98 pounds and a 32 DD and extremley skinny ill give you my boobs everyone thinks mine are fake
