It is common when going through puberty or right after puberty, to not be able to cum every time. You'll grow out of it with age.

Having a dry orgasm is not uncommon early in puberty. You get the feeling without the cum basically. It's also not uncommon to have dry ones then wet ones. It sounds like its just puberty man. No worries. If you do find it becoming an issue tho, tell somebody you trust and see a doc. Good luck!

Well lets say you ejaculate multiple times in one day, your body won't be able to catch up with semen production quick enough to replenish the supply, so under this circumstance its possible to not always ejaculate.

Sometimes if you do it too much you run out and you have to wait until your body makes some more, either that or maybe you are young and you still aren't producing a full amount yet

You might not have begun puberty just yet. Even though you can masturbate, it doesn't mean you can ejaculate
