Could be anything a few ideas;

-High School should be able to vote.
-Dangers of Drink Driving.
-Politics.
-World Issues (Poverty and what not)

Ive done public speaking for ages, and speeches on issues which will make people think, are usually the best (ie drink driving, smoking ect), as they can relate it to what there emotions are on the subjects.

What smoking does to your body.

Those are just off the top of my head... plus googling ideas, plus the ideas already mentioned in this thread, you have a wide variety of topics to pick from :)
