It is called friction, it can be a result of free-balling and letting the head of you penis rubbing against your jeans, just make sure you dry yourself when you get out of the shower. Also cutting down on the masturbating might help.

Yeah one of my mates had this, and it cleared up after awhile. It should clear up, but if it doesn't or gets any worse, see your local doctor :P
