It depends on the temperature. If it's warm out it will hang lower, if it's cold it will be snug against your body to you don't get nutsicles :p

Your ball sac retracts in cold temps and hangs lower in hot temps. This is because the scrotum (ball sack) must maintain a constant temperature in order to produce and keep sperm.

You shouldn't be able to! The skin shouldn't be real stretched...but measuring how far your balls hang? Nah that's not something very important :P
