I haven't been on here in a while, so I suppose I will ask this question getting new answers from a new audience.

I am about 14 and a half, and I still really haven't experienced much of puberty yet. Sometime when I was 13, I grew some pubic hair, and since then I grew some more, but it's still very little.

My testicles and my penis haven't grown. I have no armpit, leg, or facial hair at all, and my voice hasn't changed.

I also can't ejaculate, because of my testicles not grown yet I assume.

Is this normal?

yes its normal...
we all develop at different times and you still have many years of growing ahead of you.
be patient and soon you will start to go through puberty more

I wouldn't say you are a late bloomer, more like a slow bloomer. Puberty has started, because you now have pubes. What I bet will happen is when you turn 15, everything will start to happen at once.

Give it time. You'll notice changes out of the blue one day.

yes bro, it is normal.
every guy has his own rate of growth. some guys hit it early, others hit it right on time, and some hit it late.
it doesnt matter when, as long as it happens before your in your mid 20's, your completely normal :)
so dont sweat the small stuff.
