Of course. It happens at different time for everyone.
There is no set order in which puberty will happen. Sometimes penis growth takes place first, other times, it doesn't finish until you 20's.
Its all genetics, so there isn't anything you can do.
It'll grow eventually, just be patient.

Puberty is a tricky thing, There isn't a set order in witch things are to happen. So Anything could start first. I would say in most cases, but not always, pubic hair is the first thing you'll see. Also your only 13, so you have plenty of time to grow. Puberty for males can start as early as 11 and end as late as early 20's. So you have roughly 6-8 years left of growing and your just at the start of it! Enjoy it while you can, cause you won't get it back ;) Just be patience with it and things will eventually show!

You have so many years to grow. That's normal for your age. And even if you were older u could just be a late bloomer like me.

You could be a late bloomer, but too soon to tell. 13 is the age where a lot of changes start to occur, so possibly very soon things could start getting bigger and hairier for you. For certain boys, their dicks may keep growing into their 20's.

Don't see how he is a "Late Bloomer", puberty for males don't start till 12 - 13 years old. Now if he said he was 15 and still hasn't seem any growth at all then I would say "Late Bloomer" is a good term to use.
