I can't believe it's surprising not to have a girlfriend at 13. I'd be surprised if you did. You'll find that person eventually. There's nothing wrong with not being able to ask a girl out. Just get to know the one you like the most. Hang out with her a few times, then when the time feels right, ask her out. Hope this helps.
