Well you start puberty your hormone level isn't the same, as it is 6 months into puberty, 1 year into puberty or 3 years into puberty. I think the middle of puberty is when your hormone levels are the highest, thus causing you to want to masturbate more often.

Hope that makes since, and Thats just the way I see it, might be different for others.
