Nobody can tell you. I'm guessing that you mean erect and that can't have been tested and therefore an average can't have been reached and/or published. The average for an adult is anywhere between 5" and 7", so as you're within that bracket it's fairly safe to assume that you're somewhere around the average for your age, although that's only an estimate and could be completely wrong.

Most people have started puberty at 13, it's more likely that what you mean is some people have developed more in certain areas. Some develop penis size before others, some get hair, some have voice changes etc.
