Before I answer I'd like to make it clear that these are only facts and I am not debating religious views on masturbation here.
1. Are there any positive short-term effects caused by Masturbation?
Yes. Masturbation is a great way to relieve stress and really calm yourself and satisfy your urges.
2. Are there any positive long-term effects caused by Masturbation?
Yes. Masturbation excersizes the prostate, and regual exercise of the prostate had been shown to greatly reduce the risk of getting prostate cancer. Also, orgasms stimulate many parts of the brain that aren't used to much otherwise, so it's somewhat of a brain exercise as well.
3. Are there any negative short-term effects caused by Masturbation?
Some feel guilty or weird after, but there are no physical effects. Cum is a bitch to clean up though so I guess you could call that a negative short term effect.
4. Are there any negative long-term effects caused by Masturbation?
None that we know of. Masturbating to many times a day for too long (were talking like 6 tomes a day every day for years on end) can lead to addiction but it is uncommon. No real physical negative effects.
Overall masturbation is a very good and healthy thing!

I agree with him on everything. I would like to add, however, that if you masturbate too often without lube, your dick can feel pretty sore and you cannot jack off for a few days because it hurts when you do it.
