Hi, I am looking to create a forum/website.
the features must include.
complete customization
Complete username control e.g allows - _ just things like that as it is useful
Little to no ads and no ad banner
Application to register to the forum when you want to join the forum or website
Supports a wide range of template and customization and background control
So can you please post links to the stuff you recommend and give a small description of it

Or he can save ~$200, and go with a more open, free alternative. Such as PhpBB or even MyBB.
Pair that with a free web hosting plan from a company such as x10hosting (http://x10hosting.com/) (Which actually is pretty boss), and you've got yourself not just a cheap forum/website, but a FREE forum/website that you have complete and total control over.
Oh, and no ads too. ;)

Not entirely free; he would still have to purchase a domain name, but I confess that would be at a cost nowhere near that of vBulletin. This is probably your best bet.

Actually, I'm not sure if it's still going on, but a while back, you could get a .co.cc domain for free. ;)
But yeah, I did forget about domains, but they're so insanely cheap, it's not even something you have to worry about.

use x10hosting (it's free but you can also use it for paid hosting), and install a phpBB forum (download at site) or SMF...MyBB...your choice
edit: oops, didn't see Commander Thor's post. basically everything he said. I use x10hosting, and it's the best free web host EVER. and phpBB is really good as well

But yeah, I did forget about domains, but they're so insanely cheap, it's not even something you have to worry about.
There's also the .tk domain, that's also free. One of my friends is addicted to .tk :P

I could create a forum with you. I would pay for hosting, as I would use the hosting I already own which has more than enough space etc. And I could pay for the domain name. Just PM if you wish to do this. :) I would more than likely either use MyBB, or phpBB and create or customize a theme to fit the forum. You will not need to worry about ads either unless you want them as you have complete customization over the forum software.
Eh blah blah. Just PM if you want to start one up. I have lots and lots of experience when it comes to forums.

not that hard. I had trouble at first. if you need assistance, feel free to ask me. I'm kinda bad at explaining though. but I'll try. or you can get a more experienced person :P

My x10 hosting account is still pending. Its taken three hours so far. But that would be good :D
