And being circumcised is the opposite

yeah if you are circumsized you should have a small line running down the shaft on the underside. this is where the doctor made a cut. if you are uncircumsized or uncut then you have foreskin and you can not see all of the head of your penis

In some people, they cut the foreskin off. If you can't pull your foreskin over and back your penis head, then you are uncircumcised.

People are circumcised for a variety of reasons. In some religions, it is customary if not required for babies to be circumcised. There are people who would rather let the person make the decision whether to be cicrumcised or not, so for infancy they leave the foreskin intact.

An example of a religous reason is the Jewish religion. It's customary. But mostly it's just parent preference.
