its the strap used to hold the athletic cup in place. it kind of looks like an ass-less pair of tighty whiteys, haha. You use them all the time in sports. You've probably worn it before, but just didn't know the name.

It protects your nuts in sports, i wear them when I play football, and it has a pouch that I can put a cup inside of. I like wearing it as underwear too sometimes.
