You're only 13, so you still have plenty of time to grow. Some guys don't finish until they're 17. Just hang in there. And since eeryone develops at different rates, I'm sure there will be other people like you. Just talk to those guys and try to protect each other if some bully says something about your size. Otherwise, just keep to yourself and try to act normal and people may not notice. ;)
