It is not testicles that make semen you actually see. Most of semen is produced in other glands like prostate. It is sperms that makes your semen fertile and testosterone your testicles do make actually. The very first semen usually does not contain much sperm and it isn't fertile.

I think you mean ejaculate, you can still come but not be able to ejaculate, this is called a Dry Orgasm.

This is the most accurate answer so far. Its an understatement, some guys don't cum until they are 16. Anything much beyond that would be unusual.
