Depends on the doctor who performed it. It is fairly normal unless it is huge, then I recommend getting a doctor to check it out...

I'm cut as well and I have this kind of weird looking skin right below the head of my prick. Looks like that's where my foreskin was at one time, so I guess I am cut pretty tight.
