At least 16mp
Rly good shutter speed
Good focus
About 16 optical zoom
Because I want to get in close to things without moving much forward lol

What matters isn't the camera but the person behind the camera. Most of the photos I've taken, in fact, all, except the latest Broken (http://www.virtualteen.org/forums/showthread.php?t=114651) series have been taken by this crappy Lumix Panasonic... Less than 10GB with the shutter speed of my grandmother.
But ah... I'd recommend a Sony NEX-C3 which is what I bought this week and took Broken with. Awesome camera. But umm... Terrible focus. As you can tell by my photos. The Nikon D3100's good as well but it's quite expensive. Cheaper cameras... Well, really, if you want a REALLY good camera, that's as cheap as it gets. But don't worry too much about the camera. It really doesn't make much a difference.

Really, I can't see much of a difference...
EDIT: Actually, The Sony NEX-C3 probably has an awesome focus. I'm just a crap photographer xD
EDIT 2: And if you find the camera that's meant for you, believe me, you'll connect with it. Getting cameras are like getting pets. You need to find one you just fall in love with. Good luck :)

MP don't really matter, if you are going to be making 4x6 prints or just posting your picture on the internet, really 6-12MP is really all that you need. On the other hand, if you're going to be blowing up your pictures and making HUGE prints, that's when a camera with more MP comes in.

I'm guessing you're looking for a DSLR camera? Most have the same shutter speeds, it really shouldn't be one of the main things you look for when buying a camera.
Good focus
This doesn't depend on the camera, it depends on the lens you have. Most kit lens that come with cameras SUCK. Invest in a cheaper camera body and good lens if you want the best pictures you can get.
About 16 optical zoom

Good luck finding a camera. If you don't mind, I'd highly suggest buying a used camera. :]
