There's this guy who goes to another school out of town, but he knows a few people from my circle of friends so i see him a few times a month. Well i really like him and he always makes out with me when we see each other, but he never really texts me much and its been ages and all we've done is kissed the few times we meet up with friends so whats going on?

Well.. sorry to say, I'd doubt he's taking it seriously.
Chances are he's just flirting and stealing a kiss or 2.

Assuming he's really interested, he would start to text you, and share extra attention to you.
It does seems like, he initiates a kiss, you follow up and it happens.
That leaves that as that.

But if you feel he means something to you, you could tell it to him.
Watch for his reactions and such, as you mentioned he's out of town. He could jolly be in a relationship from where he's from.

It does not hurt to get closer and sink deeper into his lifestyle.
Knowing his character and personality helps a great deal.

Generally long distance relationships are pretty tough to have, let alone maintain.
Take it a step at a time, these aren't matters to be rushed.

I agree with jeremy on this one, he might just be in it for your lips, but what i would do is text him and see if he tries to keep the conversation alive, and if he does, he might just be for real... if not then move on
