it is totally normal, i believe if you want to get rid of it permanently you will have to have laser hair removal

Just about everyone will have it there. Just shave it, like you do the rest of your unwanted hair.
Females grow hair all over their body, just like men, only our hair doesn't come in as thickly (Most of the time) or as dark (most of the time). You can grow hair on your toes, your face, your stomach, and yes, your back side. It can all be shaved (I don't recommend shaving any unwanted hair you might find on your face) or waxed, depending on how often you want to preform that task.

I'm 15 and have it too so it's really not a huge deal. I just get mine waxed with my pubes and it works really good.

It's completely normal. Wherever you have pores, you have hair! There are tiny hairs all over your body, in fact. For a tip, don't shave it. This could be dangerous because that area is sensitive, and easy to get cut. You could try laser hair removal to get rid of it permenatly, or waxing. But they both sound painful. >.<
