1) You'd have to be more specific. They may be close friends, they may be sexually harassing someone (happened to me once, kick his legs out from under him, fell on his face, people were laughing at him, and didn't get in trouble because he "fell", never happened again), and many other reasons.

For #2. Yes I am sure it is in most cases as it is a natural occurrence especially if you are curious about the same sex.. definitely nothing wrong with it..we teens tend to get turned on for no apparent reason..so physical contact would def do it.
