depends on how far related the cousin is. Some cultures forbid relations with the 1st cousin, but allow them with others. Personally, I think if it's consensual it's pretty OK. As long as there's no issues with pregnancy.

Exactly. There's no way I could approve of a boy and girl cousin fooling around. But if it's just two guy cousins "experimenting", then I guess that is sort of okay.

I don't think there should be any difference between male/female cousins and male/male and female/female. Cousins are cousins and that is the "issue".

I don't think it is horrible although it is a bit weird but it would have to be safe sex and for 99% of cases very private

Personally, I would NEVER EVER do anything with my cousins, it is just plain and simpley wrong. But it seems there are loads of people who try and justify thier actions by asking if it is ok.
