Press the reputation http://www.virtualteen.org/forums/images/styles/fblue/buttons/reputation.gif button on the left side of any post at the bottom.

I think it's because you can give positive/negative rep.. like a balance...

Because one side is Positive, One side in negative, and the centre is neutral
