Yea, this is one for your age, and sometimes, even older.
During puberty, there is no set order for changes to occur. This could be the first or even the last step for some guys.
Some people don't have any until they are 17+, and some may get it at 11.
Either way, it is all genetic, and there is nothing to worry about.

Yupp, Steve is right. A lot of it is genetic and also ethnic background. It's the same with chest hair, some guys get a lot, some hardly any.

I don't have a lot of Armpit Hair either. Its genetic , so If your Father has a lot it is predicted that you will have a lot Too

I'm 15 and I've got a lot, but I know some guys that are older and don't, so everybody moves at diff rates.

I have a lot and its really annoying, but everyone grows at different rates! I think that what everyone's saying about your heritage though has a lot tell you!

Very similar question so I'm just going to quote myself from like 30 seconds ago.
Nobody can tell you when anything is going to change during puberty. Everybody develops and grows at different rates and in different orders, not everyone gets things that other people do.

Pretty normal. I was 15 and 1/2 when I noticed first thin hair there. Now after bout a half year later hair is noticeable there but not as thick yet as grownups have. Still I don't like that hair.
