your chest can swell and it's completely normal! being overweight won't help. but swelling of the breast tissue in guys during puberty is perfectly normal.

I think I know what your talking about. I saw a boy at the pool this summer, he wasn't overweight, but his tits stuck out about 1" or so. Almost looked like a younger girl that should start wearing a training bra. He seemed fine with it. I'm sure it's just the extra hormones during the start of puberty causing it. I'm sure once your body balances it's hormones they will go away.

yes i agree with that hormones are imbalenced and it should go away over time

It is normal for swelling to occur during puberty.
Your breasts should experience some mild swelling. This is perfectly normal and does not mean that you will grow a pair of 'man-boobs'.
