It should be okay (Not great) Medium settings for gta 4 and the witcher.
It's going to be a little slow basing off of the 5400 RPM Hard drive, The graphics card is low end (Should be alright for light gaming at minimal resolutions) Processor should work fine for those games.
Just don't expect this to tear through Battlefield 3 at max settings with a 1920X1080 resolution

If you don't mind me asking, what are your parents spending on this? Because you may be able to build yourself a new rig for cheaper that is better ^.^
As to your graphics card question, remember the power supply that comes in this computer needs to be able to handle this graphics card. I prefer Nvidia cards.
Most manufacturer computers like these will come with minimum wattage to handle the components ~350 watts. Whereas most graphics cards now will suggest at least a 500 watt power supply. Keep this in mind, as with a lower wattage power supply you could cause permanent damage to the computer

Well, what I was saying is for the same amount of money you may be able to build yourself a better computer instead of buying a manufactured one.
9500 gt will work fine, for quite a few games. Just don't expect to be running BF3 at medium settings.
Maybe lowest settings at 1024*768 resolution

That 9500GT is about as powerfull as that 6450 anyways.
GTA4 doesnt run properly on some i7's because of its shit coding.
Get your self a 5750 or a 5770. Youll have to up your budget by about 25 dollars but itll be worth it, trust me :)

Well, an 8800 GT is better than a 9500 GT.
And save up till you get about 200 dollars for a nice AMD 6870 (or 6850 I believe)

I guess it won't run Crysis 2 on max. graphics, but it should be fine, and even great for most of the games...
