Dried Sperm on Glans

I don't know if this goes here, or the health section but this is more related to puberty so. Sometimes I get lazy during the night and masturbates without cleaning up, and just shower after i wake up. I'm uncircumcised and everytime i retract my foreskin and just let it sit there for 5 minutes, i can see a reflection on parts of the glans and i can feel like some sort of plastic is on it. (this because there are other parts on the glans that isnt like this)
Yes i do wash with soap but I don't know how to get this cleaned?

to give more information, reason why i think of this is because sometimes the layer peeels off (but very little) so :|

If there's a 'layer' of semen on your penis, anywhere, then simply scratching it off should work. If you've ever had a layer of glue on your skin then imagine it's the same thing. Don't be ridiculous though, just gently rub it off with your fingers - I honestly don't see where the confusion is coming from.

Dried semen can seem a little like plastic film but it is more like the film formed by dried glue as mentioned above. It will wash off with warm water. Don't use soap on the glans or under the foreskin,

Im sure with water and simply rubbing it off would do the trick, they are not that sticky stains to begin with.
Of course wash with care and do not hurt yourself by scrubbing it hard.
And if you are afraid of soap reactions, use soap that are more neutral in ph.
