Not everyone is the same. While I find it kind of odd, I don't completely doubt it. If it's been that way forever, it may have just been how your body developed in the womb. If it was recent, your penis may just be growing and the foreskin may not have grown at the same rate. Either way, I wouldn't worry about it.

I agree with crazyballer, it may have not of grown yet to match your penis. But if things don't change, you should let a parent know or see a doctor.

Is that when you get an erection, or when its soft? I find that when I have an erection it doesn't actually cover my whole penis.

If it was like this before you started puberty then it's nothing to be worried about because that'll just be how your body is. However is this only started to happen after you entered puberty then there could be something wrong.

It would also be helpful to know if it doesn't cover the head when flaccid or erect (or both), if it doesn't cover it when you're flaccid then that would be rather strange, when you're erect however would be pretty normal because I imagine that a lot of uncircumcised guys' foreskin doesn't completely cover the head when they get erect.

I'm uncut and it covers all of it. Some of my friends have a shorter foreskin so I think it's different for all of us.

Also, is it that it can't cover it or that it just tends to retract even when soft, because that's the case with me. Really annoying

Intact genitals do vary in terms of how much glans coverage the foreskin provides and how persistantly it covers. It may not be so much genetics as it is behavior. It's possible that if the foreskin of a child is forced off the glans during infancy or toddlerhood before natural separation occurs (often not otherwise until puberty) then the skin tube won't grow as long as it naturally would have.

Ask your folks if they got crappy advice when you were little. Maybe a doctor told them to force the foreskin back for cleaning, in contrast to the current AAP advice for caregivers: "LEAVE IT ALONE."

The good news is that the total number of specialized pleasure receptive nerve endings would not be diminished, and you can expand your foreskin if you like using the same painless techniques that circumcised men use. Google non-surgical foreskin restoration.

foreskins can be very long, so that they form a small trunk on the tip of the penis. foreskins can be very short too, so that they cover penis head only partially.
If you were cut you should see scar and your frenulum might be damaged.

"LEAVE IT ALONE."

Dont leave it alone, i am am the same way and I am pretty sure that this was caused by lack of pulling back to clean it as I had part of my foreskin stuck to side of penis for a while which most likely caused the lack of covering. I asked parents in the past and they were younger parents and did not know/think about pulling it back to clean.

on the other note dont go crazy with cleaning it out of pulling it back that can cause the same problem. A every once and awhile clearning gently is better so you dont do it to much and nothing gets nasty and sticks.

No, I think you're way off base. The AAP advises CAREGIVERS to LEAVE IT ALONE.

That does not mean YOU the owner of the penis should leave it alone.

The child's own curious manipulations are sufficient to bring about a timely separation of the skin from the glans. In our society, we spend an unnatural amount of time covered up with clothes, and we have a very unnatural fixation on discouraging kids from handling their genitals.

There is no reason to clean within the foreskin of another person. When he is old enough to do it for himself, let him be as clean as he likes or as his culture dictates. Mammalian foreskins are self-cleaning. Being cleaner than clean is a social choice, not a health issue.

This can be the result of caregivers forcing early separation of the glans from the foreskin. You can use "non-surgical foreskin restoration" techniques to lenghten the skin tube.

Or the more likely reason is that he has a naturally looser foreskin.

NOT likely. Have you ever seen any other mammal that - without some sort of intervention - has a foreskin that doesn't cover the whole glans?

There are very rare cases where babies are born with the foreskin already retracted. VERY rare. It's called aposthia. The incidence is hard to pin down because sometimes hypospadias - a less than 100% transformation from female to male prepuce form in utero - is labeled aposthia.
