It is generally one of the final parts of puberty, but not guaranteed. It could come at any time for any person depending in their family history, genetics etc...
It also usually starts out with a light mustache that you may get earlier before it fully develops.

Every one matures at a different rate, although there are very basic guidelines on which comes first, but i'd suppose it varies for different people.
Although its true that some events happen before the next can.
As for facial hair, im sure it has been there even at a young age, just that you may or may not notice it.
And you tend to notice it when it starts to get darker and coarse in texture, but it does not mean it was not there to begin with.
Thats when you develop self awareness and begin to start removing the facial hair.

What you are saying is describing premature hair, but I think he was talking about when he it starts to "really grow".

Logically its always been there, and it has been growing all these while.
It depends from person to person to notice it actually.
Noticing it does not mean it was just sprouting out of the blue, nor was it not there before.
But to when it exactly grows, is undetermined for most, unless he watches out for it everyday, it varies from person to person.
Do consider that it grows about half an inch before it starts sprouting the stumps.

That's just splitting hairs (get it...? *sigh*), when you read the post you obviously realised what he meant, just being awkward it would seem.
As with everything else in puberty; people develop differently, at different rates and in different orders. So while some people might get facial hair at 12, others might not get it until they're 16 or not even at all. Basically what I'm saying is that you might get it soon, you might have to wait a few years or you might not get it at all.

puberty has no set order. usually people get facial hair around half way through or later, but it could happen any time, really
