My balls have dropped REALLY low is this normal at the age of 13

First off, they don't drop, and yes it is normal for them to enlarge. This is just a stage in puberty.

Agree they do not drop (its a myth) they just enlarge as you start producing sperm

If they've become swollen then you need to go and see a doctor. If you just mean that your voice has broken (commonly referred to as balls dropping) then that's completely normal so don't worry.
