It's likely he's hinting you for experimentation, he should in the curious stage, but sometimes it's very hard to put it up front for people to approach their bestie for experiments, for the fear of losing a friend.

I think he probably wants to fool around. Weather he has decided he is bi and that he likes you, or he's just looking for a friendly experiment is unclear. But right now, I would just kind of play it by ear. If it bothers you, tell him you just want to be friends, if it doesn't, I would play along. See where it might go.

But sometimes when things go that far and someone decides they don't want to be apart of it, it can mess up a friendship. So if it comes to that with you, I would just say "I thought I wanted this, but I liked being your friend better." and try and word it as calmly and nicely as possible.

I am a gay man, and do have a gay friend that I hang around with. We do hug lots but we aren't together, but if we were both straight, it would be okay anyway.

At this age, the brain isnt quite wired up properly yet, so it needs to learn what it wants. So its probably saying "SEX SEX SEX SEX" but its not sure what it likes if you know what I mean.

he could be very confused about his sexuality at the moment and is acting out, maybe hoping for acceptance from you. maybe he trusts you more than your other friends. the next time you're cuddling gently bring up the topic. if he's really a good friend be supportive and let him know you're not judging him

i do some of the same with my friends. like i tell them i love them(because i do, well only my bestfriends) i hug my friends and we joke around and tell each other that were hot and slap each others butts(only my good looking friends). so it could be his personality or he is bi and expressing feelings for you
