Ok, so we have these family friends staying at our place for 2 weeks. They are sleeping in the guests room, thing is, all the alcohol is down there. My dad told me to fetch a bottle of whiskey and i walked in on the woman (32) fingering herself. She just carried on as if I wasn't there, now every time I see her I think of that. And she's really hot. I don't know what to do, why did she just carry on? And I feel like I looked for too long as well....

There's two things you can do. Tell your father, or just act like it never happened. In my opinion, I'd act like it never happened. I know that if someone saw me doing my business I wouldn't want them to tell, and I'm sure it's the same for you. You got your father the whiskey and that's all that matters.
If she didn't stop while you were there, she obviously didn't have a problem with it, though I find it odd that she let you look. You can either confront her and ask why, or just simply ignore it just like the last situation. I'd ignore it, considering how awkward it would be. Just go on living like it never happened.

In either way, i think she has the intention to get attention,
And this is definately not apporpriate, i would not assume, but she could be trying to seduce males at your place, possibily you or your dad,
You mentioned he asked you to pick the whiskey, but what if he fetched the whiskey himself?
It would be rather risky to talk to your dad alone about it if he is actually involved in the matter as well,
But i would suggest you raise the matter to your mum and your dad together.
Regardlessly its wise to solve it as a family and let your parents handle them.
Even if im to crash at my friend's place, i would attempt to do my stuff discreetly, unless i am after some form of sexual attention.
It too does depend if they do believe what you say, but as long as its the truth, im sure theres nothing to hide.
