make a profile picture on your profile (not an avatar)

Go to User CP on the far left at the top, and then in the options on the left side somewhere it says "Edit profile picture."

"Make a profile picture" as in actually making the image itself?
Or just uploading it?

If it is the latter, then do what Amanda said.
