Do some guys have more pubes than others in general. Because i was with my mate the other day, and we went swimming. My balls have dropped, i have pit hair, and noticeable facial hair. While he has no pit hair, balls haven't dropped, no facial hair at all, but he had way more pubes than me when we stripped down.

Yea thats probably genetic. Puberty isn't the same for everyone, and changes can go in a different order for anyone.

puberty starts at different ages, it might not even have overcome your friend yet meaning you are further in developing. This isn't really a big deal :p

yeah its genetic because im completely hairless but really tall and i get acne and my genitals are developed....puberty effects everyone diffrently

I am hairy on my legs, and on my arms, and genetically i should be very hairy, as my dad, uncles are on both sides.

I have a friend who has way more pubic hairthan me. It's genes.

Definitely normal. It is possible in terms of genes, thus, NO WORRIES!

I don't have much pubic hairs and almost none on my balls but I have a lot of hair on my legs and arms and pits.My balls are hanging quite low and I'm normal size otherwise.I think it's different between every guy how much hair they get and where.

It is almost definitely genetic. People can develop in very strange ways. But water often causes shrinkage, as well as cold temperatures, so his balls might have actually dropped and his penis might actually be bigger.
