Different people are comfortable with different levels. My close group of friends all enjoy experimenting with each other just for fun not like committed sexual stuff, and some are comfortable giving BJs and some aren't and we just all are OK with that. I would say that if it's the first time you guys did anything it would be pretty natural that he might not be ready to go that far. So give him time. But if it really bothers you you should talk about it with him. But I would guess that if you get too pushy it might turn him off to any further experimentation.

Giving a bj is something that's very....difficult the first time. And if it's out of curiosity ratherthan sexual desire, it's even more difficult. In other words, I don't think he "wants" you. You're best friends. So when it came to pleasure you.....well the desire to suck someone's dick really only comes when you're really into that guy, so he probably didn't even want to do it. There's also the thought "piss comes out of this thing and now I'm gonna put it in my mouth." it's an odd feeling. That's what I thought the first time I was experimenting with a friend. I brushed my teeth a lot afterward, lol.
