So, I am a boy, 15, and I am not gay or bi, but it arouses me to try on girls clothes. I am not a crossdresser. Is this 'normal'?

That does kind of sound like you could be a cross dresser... That doesn't mean you want to be a woman. Transgender, Drag Queens, and Cross Dressers are all different things.

I don't take pride in it, in fact, I don't even do it very often, I just use it as something to satisfy, however small a satisfaction it might be, my sexual desire without masturbarting. So long as you're not committing indecent exposure, there aren't any legal boundaries to how you can and can't dress.

Well you see, I don't do it in public. Or where people can see me. When people do see me I get really embarrased.

That's often considered one of the differences between a cross dresser and a drag queen. Cross dressers are often very private about, drag queens are public about it (though they may keep it well segregated from their day to day lives)
