Ok so I haven't progressed in puberty and I only have pubes on my penis but is it possibal that you drink pepsi or a coke about everyday stopping puberty

No it's a myth and when you're 13 you really don't have that much body hair

This is the first I have ever heard of it. I really do not think that they are anywhere remotely possible to be in coincidence. Yr 13, give your body the needed time to start and progress through puberty naturally.
If you feel you are drinking too many soda's then cut back.. well just for the sake of cutting the sugar intake.

Drinking soft drinks won't stop puberty. I've heard that drinking them may stunt your growth (like you won't be as tall as you could be) but it won't stop you from growing. It seems like anything you eat or drink affects your growth so don't worry about it. You're 13 so you probably have barely started puberty anyways.
