If you're reaching orgasm then you're simply not producing semen yet, which is normal and give it a year or a few months and you should be able to ejaculate. If you're not reaching orgasm then you're not masturbating 'right' - which I can't understand.

Your question is pretty vague, as giles mentioned, Its either you are not doing it right, or you are not producing it yet.

But i would assume that you are not producing rather than doubting you are not doing it right.
Hence give it about a year, it should be alright.
