So when I get an erection, Its usually all the way hard, but it still moves around alot. Side to side, Up down, etc.

Does this mean i'm just not done growing, or what?

moving like that at the base is normal even when your hard. i do that to.

Yes it is normal. I think there is movement allowed for sexual positions and stuff. If I would guess, we all have some type of movement, though some may be more than others for some reason.
