Not necessarily. If you've only recently started puberty, I could have just started producing either one, so you might not make a whole lot just yet.

Well, it's possible to grow first and cum after, but usually I think you can cum before your penis has grown a whole lot.

you can cum when your testicles get to a big enough state from testosterone, in which they produce sperm and semen. if you had an orgasm, then it was cum.

Precum is clear.. Completely transparent.

Also, when precum comes out, there isn't a sensation... It just.. comes out. Precum's purpose is to make sure there's no urine and stuff left in the shaft of the penis. It wouldn't really work as much of a lubricant, as there isn't really THAT much of it. There's maybe enough to wet the top of your penis and that's it. The reason your cum isn't completely white is because you're not completely developed yet.
