Im 16 and 5' 9'', I have quite a bit of pubic hair, but my penis is only about 3 inches long and barley any girth, and my testicles are probably about 4 inches down. I hate being such a late bloomer, so I was just wondering how much longer it would be until my penis starts to grow...?

Ive had pubic hair for over a year, they have gotten thicker but havent moved any further up than when they first started.

Nobody can tell you that. Everyone develops at different rates and things grow/change in different orders. Judging from what you've said you seem to be a fair way into puberty, but that's not to say that a lot of things can't still grow and change. Just be patient and eventually everything will change.
