Just wondering when is the right age that your foreskin of your dick is supposed to ba able to pull back? Mine still can't. Is there a way to do so?

There isn't a specific age, some peoples foreskin is tighter than others and that can stop it from being retracted. That's not a problem because you can 'loosen' your foreskin by gradually retracting it as much as possible. Pull it back as far as you can without it hurting and then every day do it a little more until it eventually becomes loose enough to fully retract. Doing this in the shower/bath is probably a good idea because it'll help lubricate everything and make it easier to retract your foreskin.

i didnt even know that you could/couldnt pull it back for different ages
im not sure if you are confused and refering to cut/ uncut ( circumsized/ uncircumsized)
