recently i heard tight underwear is bad for ur testies and lowers sperm count. but how tight is too tight?

Well, your nuts drop according to the tempreture, if it's cold they shrivel close to your body but if it's hot they drop down away from your body. Anything that is stopping your nuts from fully dropping down is too tight.

Yes I agree.. I mean an that why some doctors will tell you that boxers are better for you...but i wouldn't go smaller size than your waist. if briefs were bad for you they would've been banned by now...

Testicles shouldn't overheat. In a cold weather tight underwear isn't a problem. The worst thing you could do is to lie on your bed with hot laptop over your genital area and playing or chatting for hours. Go to swim instead ;)

Yes, but as Giles mention, they have to be really tight to really cause an adverse effect on you directly, but still as it is, you should wear underwear which you are comfortable in, afterall, even if it does not affect your testis and sperm count, it would still be pretty uncomfortable.

too tight would probably mean pulling them up really far. wear them where they are supposed to be and not higher than that
