I'm not American, and since the question doesn't say Best American President.... I'm going to say President Mary MacAllese. Love her. She's the current president of Ireland. Although the Irish President has totally different powers than that of the American, none the less she is still a President.

I'd say Ronald Reagan was great, but the Iran-Contra Affair makes me unsure. So I'd have to say FDR was the best ever.
