If you want better advice, provide more background information. I assumed you two weren't all that close. If that's the case, then maybe she only likes you as a friend and feels bad for leading you on, or perhaps she does like you but doesn't know how to come to terms with those feelings.

Regardless, you should talk to her about it.

my guy friend kevin asked me out at the end of 7th grade. i said no bc i didnt want to loose a friendship and because i had a boyfriend. but he asked me out again this year. i still said no (this time because i really wasnt into him) but we are still bestfriends. i suggest giving it a shot by asking her out. if you love her, then, well its love. theres nothing more to it. people kill for love. isnt it worth fighting for? if she says no, DONT GIVE UP!!! fight for her! even if she says no, you could still be bestfriends like kevin and i are. love is worth more than anything on the planet. yes even more than that brand new iPad 2. just give it a shot and fight for her, you never knw she may like you and just be too nervous to give you an answer. good luck :-)
