No your penis wont physically shrink right now at this age. It will only get bigger or stay at the lenght it is already at.

The only possibility is whereby you have quite abit of fat at you lower abdomen region which causes an illusional retraction?
Its not really a penis size that shrinked, but more to the fact that you are gaining weight?
thus with the accumulated fat at the pelvic region would make the penis appear smaller.

It's not possible for the muscle to shrink, only get bigger or stay at the same size. It's probably getting thicker which makes the length look smaller. Try looking at it from a different angle?:)
