I just sent a Visitor Message and it said about my text "This Message is Moderated." What's that mean?

It means that a Moderator looks at the message before it is approved and posted on that person's profile.

All VM's on VT need to be approved by a moderator. This stops the system from being approved.

No, it's only members who satisfy certain conditions that need their VMs approved.
