cum contains sperm and precum doesn't but precum can sometimes have sperm in it when it goes through the shaft. because there might be some sperm left over in the shaft. but thats the difference.
and precum acts as lube for sexual activities and cum is at the orgasm or climax of sexual activities.
and precum will come out without a orgasm.

cum is what comes out when you orgasm(done by masturbation, its basically the end of sex for a male), its basically sperm if your body is making it (sometimes you can "shoot blanks" which means you arn't producing enough sperm or its all dead, usually from old age or a disorder)
